Cabinet Preliminarily Approves New Work Permit Rules Aiming to Simplify Collection Process

On 25th February 2025, Thailand’s Cabinet has preliminarily approved important changes to the work permit system. The Draft “Ministerial Regulation on Request for Work Permits, Issuance of Work Permits and Notification of Foreign Workers' Employment” is yet to come into effect while the Ministry of Labour is still working on providing more details and setting a timeline.


What we know so far is that foreign employees would not be required to collect the work permit in person anymore, but can either receive it digitally, by mail, or by an authorized representative. This change is part of a wider effort conducted by the Thai government to simplify the process of employment for foreign workers and attract more high-skilled foreigners to fuel growth in Thailand. In 2024, over 2.3 million foreigners were legally working in the Kingdom.


Key Changes to the Work Permit System


The update is the introduction of a flexible option for collecting a work permit. These proposed changes would eliminate the need for foreign workers to visit the Department of Employment in person. Under the new system:


  • Applicants may authorize representatives to collect permits on their behalf

  • Mail delivery options will be available

  • Digital permits are being introduced 


This would reduce the overall administrative burden for a foreigner wishing to work in Thailand and simplify the process for both the employer and the employee. The new rules would apply to all foreign workers in all industries.
